won't have to close completely. >> there's four open, apparently they'll open the rest of them, and just anticipating, you know, the wear rising. >> our concern is later this evening as more water is let go, and comes to this area. we could be talking about 2,000 to 3,000 people we may have to relocate, especially if we make it mandatory. >> reporter: at this point evacuations are not mandatory. laurel officials are preparing just in case. >> we're not there yet. we hope we won't have to do that, and we hope to work together with our surrounding counties to take care of the problem. >> reporter: as you can see there, signage reminding folks that some of these streets are closed due to this emergency evacuation that at this point is still voluntary. but they are paying very close attention to that water, stand i by for the possibility of it becoming mandatory. as you know, laurel shares its borders with several counties,

prince georges, anne arundel and howard. saying anything they knee he's more than willing to makeure they get those needs, and paying close attention to the lying areas. reporting live in laurel, i'm tracee wilkins, news4. to montgomery county, where rescuesers have their hands full. this rescue happened just after 6:00 this morning on ri if. fle ford road. a short time hear another got stuck in brookville. that driver also made it out safely. and another driver in brookville was caught by the rushing water along gold mine road at chandly mill road. high water came up over a bridge, and it came up quickly. we're told the crews had to pluck the drive off the roof of

the car. took's mark rail service still feeling the impact. three lines are canceled tonight because of trees that fell on the tracks. the trouble stopped trains, kept equipment and personnel from getting in place. mark is working with other transit agencies to accommodate. drivers are dealing with situation worse than they were at the height of hurricane sandy, and with flood warnings still in effect, the worst may be yet to come. chris gordon has the latest. >> reporter: this suv remains stranded. at about 3:00 in the morning, the driver climbed out of the window, up onto the roof, rescuers using a boat got to him and took him to saved. some of these leesburg residents waited more than six hours for the waters to recede enough for

rain. we've been talking about how much we need the rain, but we don't need it like this. 6 inches in damascus, over 4 in germantown, leesburg and monrovia, reston coming in just under 2 inches of rain. the rain has moved out, and the winds have moved in winds gusting right now between 20 and 40 miles per hour. the temperature right now or the windchill, 32 degrees. that is 40 degrees colder than where we were yesterday. i'll show you what's next in my forecast. thousands of people frustrated, still asking questions tonight about what happened on metro's green line during last night's commute. many were stuck outside the navy yard station while thousands of others were stranded underground. this came after a track fire, when emergency responders cut power to both sides of the track. as a result it shut down the green line from navy yard to southern avenue. transportation reporter adam tuss is live at the navy yard

with more on the madness on metro today. adam? >> reporter: jim, new details about exactly what happened lt night here along the green line, and the head of metro is telling riders he's sorry. >> i want to apologize to our customers. there were very long delays last night. some experienced some alarmt. >> reporter: the general manager said while the investigation is continuing, he admits the response simply wasn't good enough. >> it was unacceptable to them as our customers, and certainly unacceptable to me. >> reporter: just to recap, a piece of the third rail began smoking. d.c. fire came in, and somewhere along the line, power was cut to the wrong stretch of track. that meant two nearby trains were frozen in place. metro says it was one of their own employees that cut power to the wrong stretch. previous reports suggested that the power was cut by a d.c. fire

in the head around 2:00. police say he was awake and alert while taken to the hospital. parents gathered to pick up their kids. students were held in the gym until their normal dismissal hour. in the world of extreme sports, there is sad news today about the death of a bold and competitive athlete, caleb moore. he died today. the 25-year-old passed away just one week after flipping and crashing his snow mobile. he cause competing this in year's winter x games. he was able to walk away, but later developed heart and brain complications. in a statement, his family expressed the deep gratitude for the prayers and support they were received from the fans, friends and family that caleb has inspired. president obama wants chuck hagel to be his next defense secretary, and there were fireworks today at his confirmation hearing. senator john mccain pressing him on his opposition to the troop surge in iraq back in 2007.

safe, that's the goal of virginia governor bob mcdonald's new task force on school and campus safety. today's the deadline. >> much of the focus is on the public schools, but the private schools are also having concerns. news4's northern have a is a bureau reporter david culver explains. >> julia is volunteer for recess duty today. her son gus to st. amber's -- it's private, but she hopes that doesn't mean it's any less attention. >> i'm a taxpayer. >> inside school principal barbara is constantly monitoring her has. no one from the police department ever -- we didn't know what was going on. the other schools in the area

five counties got slammed. at least eight people were injured, official say about 250 homes were damaged by the heavy winds and strong rain. the state's governor has declared the emergency in some of the affected areas. >> we no longer have a rain event, and we have some wind out there. >> the wind has been kicking up during the day today. we're waiting for that wind yet. 40, 50-mile-an-hour winds, that's exactly what we continue to see. right now you can see we're seeing some mostly clear skies around the d.c. metro area, but clouds off in the distance. but look -- winds gusting to 22 at the airport. still seeing wind gusts in martins burg over at vwi, gusting to 40 miles an hour. you add that, and we're talking

about a much colder night out there tonight. the current number in martins burg. hagerstown. and in annapolis, 37 in manassas, look at fredericksburg. much different than what we saw yesterday. take a look at the windchill numbers. how about these? at 5:00 in the afternoon, 18 in hagerstown, 28 in frederick, 26 in leesburg. 32 right now in washington our high yesterday. now some shower at this time starting to make its way our way. not quis making their way over the blue ridge, but i would not be surprised to see some snow showersening toward the direct, but i think for the most part we won't see too much of that at

all. that's right now. here's what's coming overnight. an itty-bitty system, a bit of snow here, but it will continue to make its way toward the east. cold conditions, there here, the windy conditions are here. here comes our storm system. notice at 5:00 tomorrow morning, right around the rush hour, starting to see light snow. this is not a big snow event at all, but we could see some areas with a bit of dusting. it will move out very quickly in behind it, just cold and very breezy before our next system comes in on sunday. that one will also have the potential to get a dusting of snow. tomorrow morning partly cloudy, 24 to 30 degrees. tomorrow afternoon, clearing skies, and the skies will clear quickly. with windchills in the 20s all day, as we look toward the next couple days.

we are learning new details about that accident on the beltway earlier this week. now it's parton an internal investigation as a local firehouse. it turns out police won't be filing any charges against the son of virginia congressman moran. now we know why. we may have a motive in the shooting that killed a teenager who performed at inauguration events here.

a fast forward through you're headlines. a woman in maryland drowned in the floods following that storm overnight. rescuers recovered her body from the high waters that engulfed a homeless camp. a voluntary evacuation under way. officials have opened the flood gates on the dam of the pauxatut river. the area is still shut down. they have roped off cedar lane since about 9:30. it took down some power lines with it. more power problems in montgomery county. please were called in to help direct traffic. now, let's fast forward to on our blustery forecast. >> that's exactly what we've seen. these are the forecasted windchills. we're already seeing some in the

teens, well back to the west. a look at 5:00 a.m. tomorrow morning. 15 in hagerstown. 20 in leesburg. and look at tomorrow afternoon. the winds actually increased during the day. how about a windchill around 22 at 5:00 in the afternoon tomorrow. 17 in leesburg. 20 in manassas, 50 degrees colder than where we were for a high yesterday. that is a temperature swing. we'll talk about that and our snow chances coming up. thank you, doug. it was a horrific crash. a firefighter's arm amputated. today we're learning the collision is the focus of an internal investigation. jackie bensen joins us at the west lanam hills. >> reporter: we have learned that investigators are trying to determined if the fire engine was complying with the department's general orders,

including those regarding u-turns. police investigators have stated publicly that the engine was permitted by maryland law to use the emergency vehicles only cut-through to make a u-turn on the beltway. as it did so, the back of the fire engine was struck by a tractor-trailer. the cat trophic collision snarled traffic all day and left several injured. news4 has learned that the fire department is looking into whether the fire engine complied with the department's only general orders when it attempted to make the u-turn. sources say those orders may contain stricter rules about when a fire can use the -- mean why, the most seriously injured, he continues to recuperate after a 9 hour long surgery to

reattach his arm. fellow firefighters are credited with icing the limb in time to get him to dr. higgins. he was part of the team of surgeons that performed a rare double-arm transplant on a former soldier last month. >> he was very well prepared for surgery. they had the patient stabilized. his part was very well prepared and it was placed onnize in a plastic bag, following all the protocols that we have in position for this time of injury. and he was brought into the operating room nearly immediately after he hit our doors. so the system worked very well. >> reporter: lt. emmo in the meantime s continue toss recovered in baltimore. his fellow firefighters are asking for the community's prayers. reporting live in lanam, jackie bensen, news4. >> i need something with a name and their address on it.

>> this hidden camera video triggered a month-lounge a electric fraud investigation. we now know that congressman jim moran's son will not be facing charges. a project veritas member hmm posed as a volunteers and recorded the video. police announced the investigation is closed since the investigators didn't receive any assistance from the producers of that videotape. if you owe the district of columbia money, be prepared for that money to come out of your tax refund. this year the d.c. office of tax and revenue will intercept income tax refunds, that includes unpaid parking tickets. the new law was passed by the d.c. council as part of a 2013 budget support act. taxpayers will receive a letter explaining how much of their refund was garnished and why. environmentally conscious

drivers could be facing a new fee in virginia. it's part of governor bob mcdonald's plan to fund the transportation project. as julie carey reports, today some hybrid car owners took to the streets in protest. ths the parade to protest a very unpopular feature. part of the proposal would require owners of alternative fuel vehicles to pay a new $100 a year fee. there are more than 91,000 vehicles in the commonwealth. >> tax pollution, not solution. >> reporter: they are slamming the fee as a hybrid tax. >> it doesn't make any sense to punish people trying to do their part. they want to have more efficient vehicles, they want to release less pollution, and it's just doesn't make sense. and folks are pretty outraged

about it. >> some lawmakers considering the plan are skeptical too. one recent lid grilled transportation secretary shawn ka naughten, who explained the fee was needed because hybrid owners use little gas, therefore contribute very little federal tax money. that's a key source of transportation revenue. >> we essentially are trying to make up for the fact that they are not paying all other little federal taxes as well. >> reporter: that still didn't make sense to this lawmaker, to why single out hybrids, where non-hybrids get equally good mileage. >> why wouldn't you do that, then, to motorcycles? you. >> reporter: the governor has made one change in his plan to charge that fee. cars fuels by natural gas will be exempt. in richmond, julie carey, news4. the transportation secretary adds owners of natural gas vehicles already pay an extra fee.

temperatures in the 70s, suddenly it's freezing, and now we're talking about some snow gets. let's t the latest from doug. >> it's been a wild week. i was at hutchenson elementary talking to the kids there. take a look here. the second graders were asking about this wild weather. yesterday they were on the playground with temperatures in the 70s. today they did not get to go to recess, well, because i came to talk to them, and tomorrow i don't think they'll want to go to recess, because the windchills will be in the teens all day. so hello once again to the second graders out there. about 120 kids, talking about the weather. smart kids, too, they know about the tools we use here. temperatures at the airport, winds gusting to 22 miles an hour at the airport, but other areas, still 30 to 40-mile-an-hour wind gusts right now the temperature and wind combined. wait until you see the windchills around the region. 39 camp springs, 40 and annapolis.

here are the windchills, around the metro area, look at this down into the 20s. 25 in leesburg, 31 in camp springs, 24 in baltimore, gaithersburg is at 21 right now. it's disappeared. it's so cold, it's no longer even on the map, but that's what we're talking about with these very cold temperatures. something else we're seeing. light snow into portions of northern loudoun county. and that's just a sign of things to come. we've got our flow out of the west. you see the snow showers here, but it's actually this guy, right here, this little area of snow that will make its way toward the east, as it does, i think we'll see snow early tomorrow morning, talking about 5:00 in the morning. just about everybody seeing some light snow. yes, we could get a coating on even the roadways, to watch out early tomorrow morning, i don't think we'll see too many problems.
